Marwah briefs Advani

NEW DELHI, JUNE 12. The Manipur Governor, Mr. Ved Marwah, today
apprised the Union Home Minister, Mr. L.K. Advani, of a series of
security and administrative measures being put in place in the
State, which was brought under the President's rule 10 days ago.
After his 30-minute meeting with the Home Minister, Mr. Marwah
said the new administration had initiated a number of steps to
streamline and tone up the Government machinery and efforts were
being made to reach out to people in far flung areas.
Manipur was caught in the throes of a political crisis for nearly
a fortnight last month with overnight switching over of loyalties
of MLAs and the situation caused embarrassment to the two allies
of the NDA, the Samata and the BJP.
Uncertainty in the political set up also had its effect on the
administrative machinery which was thrown out of gear and law and
order situation also became a major source of concern.
The State was brought under the President's rule on June 2 and
the Assembly was kept under suspended animation.
Mr. Marwah said that four Divisional Commissioners and an equal
number of Deputy Inspector-Generals had been redeployed in a bid
to make them accountable for the overall situation.
On the financial status, he said the situation was indeed serious
and the State Government staff had not been paid salaries for the
past three months.
In a related development, the Manipur Action Plan and its
implementation was reviewed at a meeting yesterday.
The meeting was attended by the officials of the State
Government, Ministries of Home and Finance, the BSF, the CRPF and
the Army.
According to official sources, the meeting discussed various
issues including, cases referred to the CBI for probe such as the
Manipur Lotteries, fake appointments in education department,
supply of police uniforms, fake ex-gratia payments and the
politicians-militants nexus.
It also discussed change in police administration, surrender of
weapons to militants by the policemen, toning up of jail
administration and payment of salaries by cheques.
Sources said that a blanket order had been issued under which the
State Government could refer any scam case to the CBI.
