Classify them
Sir, - Commercially run homes house poorly-assessed mentally ill
patients with scant respect for their safety. There is a
distinction between such homes and those that are run free.
Whereas the latter fulfil a societal obligation the former
promise a service and hence need to be regulated and classified
into a category which would invite punitive action when there is
a breach of service or some negligence.
What is surprising is the lack of interest on this on the part of
human rights activists.
