NEW DELHI, JAN. 20. The founder-chief of external intelligence organisation, Research and Analysis Wing (RAW) and considered doyen of Indian Intelligence, R.N. Kao, died of old age here today. He was 84. He is survived by his wife and daughter. Mr. Kao became the Secretary (Research) in the Cabinet Secretariat, from the day RAW was formed on September 21, 1968. He had joined Indian police in 1940 and the Intelligence Bureau in 1947.

He played a key role in intelligence gathering before the 1971 Indo-Pakistan war and retired from service in January 1977. He was then appointed senior advisor to the former Prime Ministers, Indira Gandhi and Rajiv Gandhi.

Mr. Kao shunned media publicity and refused to write memoirs of his career.
