Corrupt bureaucracy
Sir, The arteries of bureaucracy are so much clogged with inefficiency and corruption that good governance is extremely difficult. Whether it is total inefficiency which leads to corruption or corruption which causes inefficiency is immaterial.
What needs to be acknowledged is that both corruption and inefficiency have permeated the entire administration. It is shocking that the private parties thrown by a top bureaucrat are said to have been paid for by a businessman involved in wheeling dealing.
It is time we dealt with corruption.
It is not merely a question of decay in moral values and standards in society left to be dealt with by future social reformers; it is a disease which is eating into the vitals of the nation.
Unfortunately, the overwhelming majority in our country are either cynical or indifferent to public issues including corruption.
Let us not forget what Edward Gibbon, the British historian, said when asked to give one reason for the decline and fall of the Roman empire. He gave the reason in just one word: `Corruption'. The last Roman emperor was captured and speared to death. But in democracy there is no emperor to blame.
