Sir, The fact that our voters have not yet been fully and properly educated to ensure a free and fair election is obvious from the way the Andipatti byelection is shaping up. A contingent of 1,300 central police force with weapons has been mobilised to supplement the State police for maintaining law and order. As the final date of polling nears, tension is mounting with arch rivals trading charges of code violation. Whatever the results, it is going to be a very expensive byelection at the tax-payers' cost. In the North, there are reports of booth-capturing and killings. After over 50 years of Independence, it is a sad commentary on our democracy that we are still in the primitive stages of facing the election, literally ``fighting.''
