NEW DELHI, FEB. 21. The World Health Organisation (WHO) has said it does not recommend any ``special restrictions on travel or trade to or from India'' because of the plague cases reported from Shimla district. In its weekly Disease Outbreak Alert bulletin, WHO said a total of 16 cases of pneumonic plague, including 4 deaths, had occurred since February 4. ``The series of tests carried out by the National Institute of Communicable Diseases (NICD) confirms the presence of Yersinia Pestis (organism that causes plague) in clinical samples,'' it said. - PTI
