VISAKHAPATNAM, FEB. 22. The State Government does not want to punish but reform prisoners to help them rejoin society, said the Chief Minister, N. Chandrababu Naidu, here on Friday. The Government was introducing several measures to reform prisoners and a bill was introduced in the Assembly to form Prison Development Boards, Mr. Naidu said at a meeting after formally inaugurating the modern Rehabilitation Centre for Social Offenders (Central Prison) at Adavivaram on city outskirts. He said that not all inmates of jails were criminally-bent. "You have committed mistakes and paying for it. But the Government will help you in all respects while serving your sentences,'' Mr. Naidu said. He also told the Police and the prison staff not to ill-treat the prisoners. The new Central Jail, built at a cost of nearly Rs. 30 crores like the one at Charlapalli near Hyderabad, has facilities to pursue education and get trained in other skills. He pointed out that the prisoners he had talked to told him that meditation sessions conducted by the Brahmakumaris had helped them a lot. The Home Minister, T. Devender Goud, said that the Government was contemplating changing the age-old prisons to make them as correctional centres. The Union Minister for Power, Suresh P. Prabhu, appreciated the Government for constructing a modern correctional centre. He found Mr. Naidu changing the life of people also after bringing several reforms. Jayawanti Behn Mehta, Union Minister of State for Power, while appreciating the facilities at the jail and the beautiful surroundings and the way the inside of the jail was developed, recalled her 19-month detention at Yerwada jail during the Emergency and said in a lighter vein that she would not mind spending 19 years or even more in this jail. The Chief Minister and other Ministers went round the sprawling premises. In the prison hospital, Mr. Naidu came across two inmates who were in a helpless state, pleading for their release. He asked the Home Minister and the jail officials to review their cases. A weeping Kaki Appala Naidu, an old man suffering from hypertension and paralysis on the left side and was convicted recently for three years along with his son following a clash at his village, pleaded with the Chief Minister to set him free. Chinna Rao of the city tried to commit suicide by jumping in front of a moving train after murdering a man but lost both his legs in the process. He was convicted for life. Chinna Rao told the Chief Minister that he had committed the crime in a fit of rage. Now he wanted the Government to allow him to lead a normal life. The local MLA of Pendurthy, P.G.V.R. Naidu, presided. The Principal Secretary (Home), D. Muralikrishna, the Director-General of Prisons, S.R. Sukumara, and the DIG of Prisons, Ahmed, also spoke. Minister for Power, K. Subbarayudu, Minister for Tribal Development, M. Manikumari, Chairperson of Zilla Parishad, V. Kantamma, MLAs, P. Varalakshmi, Kolla Appala Naidu and Sobha Hymavathi, Collector, Sunil Sharma, DIG, Prabhakara Reddy, and others were present.
