NEW DELHI, FEB. 22. India today welcomed the MoU between the Sri Lankan Government and the LTTE as it could initiate a ``substantive dialogue '' between the two sides. A statement by the Ministry of External Affairs said this MoU could lead to a negotiated settlement of the ethnic conflict that would meet the aspirations of ``all sections'' of the Sri Lankan society. India, the statement added, remains committed to Sri Lanka's ``unity, sovereignty and territorial integrity.'' New Delhi continues to back the peace process.
