WASHINGTON, FEB. 23. The U. S. has welcomed the agreement between the Sri Lankan Government and the Liberation Tigers of Tamil Eelam (LTTE) saying that if the Sri Lankans constructively approach the talks and show a willingness to compromise peace can return. In a statement, the State Department said it formalised the unilateral ceasefires in place. ``The U.S. continues to support the Norwegian Government's facilitation effort and its continued focus on helping to bring about a negotiated settlement to the conflict,'' the spokesman, Richard Boucher, said.
