NEW DELHI, MARCH 19. India today rejected the grounds on which two of its staffers had been expelled from its High Commission in Pakistan and reiterated that Islamabad was directly involved in promoting terrorist activity in the country. The spokesperson of the External Affairs Ministry, Nirupama Rao, told reporters here that accusations that the two individuals were engaged in ``activity incompatible with their status'' - a euphemism for spying - was ``totally baseless.'' Arrangements were being made for their repatriation by March 26. Asked to comment on the accusation by the Pakistan Railway Minister that Islamabad will not wind up the ``Kashmir cell'' within the Inter Services Intelligence (ISI), she said these comments were a pointer to Pakistan's ``direct involvement and complicity'' in promoting terrorist activity in India. Termination of cross-border terrorism was the ``irreducible minimum'' that could lead to an improvement in Indo-Pak. relations.
