Sir, In a successful democracy, parliamentary institutions play a predominant role but today they are losing their lustre and importance. Nehru used to describe the Lok Sabha and the Rajya Sabha as temples of democracy and he never used to stir out of the headquarters when sessions were on. Today those traditions are being forgotten to suit the convenience of the ruling parties. Nehru used to select people with knowledge and erudition for the Rajya Sabha. People well versed in legislative practices were chosen for the Upper Houses also. Today, people who are not even mandal parishad chiefs or legislators are preferred. They are chosen by the party chiefs out of expediency, and other considerations. Several film stars are picked to contest the Rajya Sabha elections. The AICC leadership rejecting the claims of oldtimers has disappointed stalwarts and veterans. A. Easwara Reddi, Tirupathi, A.P.
