Teachers' list: DDPI taken to task for not informing CEO

UDUPI March 26. The Udupi Zilla Panchayat in its special meeting on Tuesday took the DDPI to task for submitting a list of additional teachers to the Government without bringing it to the notice of its Chief Executive Officer.

Raising the issue, Bhujanga Shetty, member, said that the DDPI had sent the list of additional teachers at private high schools to the State Education Department by-passing the panchayat, when rules clearly provided that every circular, which came from the Government or any action taken by the department concerned, should be brought to the notice of the house. The DDPI, Rajan, agreed that the list had been sent to higher officials.

The panchayat President, A.K.Hegde, said that the DDPI had committed a mistake by sending the list without taking the Chief Executive Officer into confidence. The DDPI said that the list was prepared with the full knowledge of the Deputy Secretary of the panchayat, R.G.Naik. The panchayat President said that a written circular would be issued to the department heads to pass on information to the Government only after bringing it to the notice of the panchayat. The DDPI retaliated by saying that a false accusation was being made against him.

Mr. Naik, while agreeing that the list was prepared with his knowledge, said it was up to the DDPI to inform the Chief Executive Officer. He said that the same list of 31 additional teachers was being sent to the Government for the last two years. The Chief Executive Officer directed the DDPI to accept his mistake.

Mr. Shetty said that there were discrepancies in the list sent to the Government. Three lists of additional teachers were prepared by the DDPI and the third list had been sent. The panchayat President ruled that the discrepancies in the list would be corrected. He directed the DDPI to ask his staff to be courteous to officials and the panchayat members. If not, the panchayat would take action against them.

When Revati Shedti, member, pointed out that there was no teachers for Physics, Chemistry and Mathematics at the Shankerpura School and Siddapura School, the DDPI said that he had issued an order deputing a PCM teacher at Shankerpura. When Ms. Shedti said that no PCM teacher had reported at the school, the panchayat President directed the DDPI to issue a notice to the Block Education Officer. It was decided to appoint a PCM teacher to the school from the next academic year. The panchayat decided to pass a resolution urging the Government to end the academic year in the district by April 10 from next year.
