Besides, the Government will study all possible objections to and reservations about wearing helmets. As, in the past, largescale non-compliance eventually led to the waiver of the rule, the Government does not want to reintroduce it hastily. Efforts will also be directed at designing more acceptable and ``user-friendly'' helmets which will take into account objections from pillion-riders. One of the main objections by riders arises from widespread theft of helmets kept locked on the vehicle.
