Our schemes have proved Doubting Thomases wrong, says Dalwai

BANGALORE March 30. <152>The "clean" image projected by the Bangalore Mahanagara Palike (BMP) under the leadership of the Commissioner, Ashok Dalwai, continues as the BMP decides to introduce the Self Assessment Scheme of Property Tax (SAS-P) based on Capital Value System.

"We disproved the perception of a corrupt BMP held by scoffing Bangalore citizens with transparent and progressive taxation schemes. The new SAS of property tax is another step in this direction," asserted Mr. Dalwai.

Speaking at the interactive meeting organised by the Federation of Karnataka Chambers of Commerce and Industry (FKCCI) here today, Mr. Dalwai said that the proposed SAS-P was likely to be adopted by other States.

In effect, the scheme would allow citizens to assess their property value and pay taxes accordingly. The value of the property is based on capital value system as opposed to the rental value system implemented in the first version of the SAS-P. The original version of the Self Assessment Scheme on Property Tax was launched by the Chief Minister, S.M.Krishna, in 2000.

After amendments to Section 109 (2) of the Karnataka Municipal Act 1976 (SAS based on rental value of property), the BMP proposed the new SAS-P which levies taxation on parameters of value of land, cost of construction, usage of building, type of ownership and depreciation.

In essence, the Capital Value System was the value of the land combined with the value of the constructed building thereon, said Mr. Dalwai.

Following the amendments to Section 109 (2) of the Karnataka Municipal Act 1976, the citizens now have the right to assess property and file their own property tax statement. "With this amendment, the BMP is taking a progressive step to make SAS more citizen-friendly," Mr. Dalwai said.

The new SAS-P will come into effect from 2002-03 and would be based on the capital value system (CVS). Compulsory SAS and CVS is expected to mobilise greater resources and herald further transparency in the overall tax assessment system.
