Sir, The Prime Minister, Atal Behari Vajpayee, and the Leader of the Opposition, Sonia Gandhi, called for more powers to panchayat bodies at the conference of panchayat office-bearers in New Delhi on April 5. It is a matter of regret that such views do not take into consideration the ground situation. It should be understood that no proper development is possible in rural as well as urban areas without proper scientific planning and modern methods. There is a need to create a rural development body at the national level comprising representatives of government institutions and representatives of trade and industry. There is a need to activate the National Rural Development Fund under the Prime Minister. This body should formulate schemes and the panchayats should implement them under strict audit.
