A delegation of MPs led by C. Kuppusami today met the Deputy Election Commissioner, S. Mendiratta, and explained to him how the transfers had been done in violation of the moral code of conduct after the notification to the polls was issued on April 17. The delegation, which included Viduthalai Virumbi and R. Shanmugasundaram furnished proof to the Commission to show that the transfers were illegal and made at the instance of the ruling AIADMK government. Talking to The Hindu Mr. Kuppusami said the Chennai Mayor was not consulted before the issuance of the orders for the transfer of 11 officials in Chennai. He said that while the orders had been "ante-dated" on April 16, the seal of the Mayor's office had been fixed on April 18. In the case of Mr. Kalimuthu (Unit-25) of the Chennai Corporation, he was one of those officials who was seen at 2.30 p.m. on April 18 the place where there was a fire accident in which 600 huts were destroyed and had sent a report to the Government in this regard. But he too was transferred with effect from April 16 and this would show that the transfer orders had been made by "ante-dating to circumvent the election notification," Mr. Kuppusami said. Regarding Vaniyambadi, he said three Block Development Officers were transferred in a similar fashion. The three MPs said the Deputy Election Commissioner had assured them that the Commission would soon call for a report from the State Government and necessary action would be taken.
