In a letter to the President, he said: "The unending bloodshed and grave breakdown of law and order, with prima facie functional indifference of the State Cabinet and apparent failure of the Central Cabinet to preserve the safety of person and property and survival of secular democracy in Gujarat, shocks and shames our dear Republic. While a panel of retired judges, with me in the team, is shortly moving into that State for an on-the-spot enquiry into the terrible tragedy spread over weeks now, I appeal to you as President of India, to initiate urgent and effective action in terms of the Constitution to ensure the security of the people and the maintenance of our Constitutional order at the State and Central levels. Surely, your paramount duty is to uphold the values of the supreme law when citizen life is in unabated peril on a large scale."
