Deuba rules out talks with Maoists

KATHMANDU MAY 4. As the security forces intensified offensive against the Maoists, the Nepalese Prime Minister, Sher Bahadur Deuba, has ruled out any talks with the rebels unless they surrender with their arms.

``They must handover the arms they have looted from the security forces if they are serious about talks,'' Mr. Deuba said at a function here on Friday. The Maoists were following the footsteps of the leader of the dreaded Combodian Khmer Rouge, he said. Mr. Deuba will be leaving for the U.S. for a week-long visit tomorrow.

The United States has said it had no plans to set up a military base in Nepal to counter the Chinese influence.
