I.S. Gulati dead

THIRUVANANTHAPURAM May. 27 .Leading economist and planner, Iqbal Singh Gulati, passed away at his residence here this morning, battling cancer. He was 79 and is survived by wife, son and daughter.

Two times Vice-Chairman of the Kerala State Planning Board, a member of the Seventh Central Finance Commission and an economics teacher with a large following of students, Dr. Gulati was considered one of the best authorities on Centre-State financial relations.

He was associated with the economist, K. N. Raj, in setting up the Centre for Development Studies (CDS) in Thiruvananthapuram. He played a key role in making the CDS one of the premier institutions in development studies in the country.

A socialist by ideology, Dr. Gulati's tenure as Vice-Chairman of the State Planning Board were from 1987 to 1991 and from 1996 to 2001, when the Left Democratic Front was ruling in the State. What made Dr. Gulati, a Punjabi by birth, one of the most respected personalities in Kerala was his unflinching commitment to the State.

The Kerala Governor, Sikander Bakht, in a condolence message, said: ``In the passing away of Dr. Gulati, India in general, and Kerala in particular, had lost an eminent economist and planner. The void will be keenly felt in Kerala where he spent his life from 1972 onwards''.

The Chief Minister, A. K. Antony, and the Opposition Leader, V. S. Achuthanandan, are among the others who condoled Dr. Gulati's death.

Dr. Gulati is survived by his wife, a son, and a daughter.
