An arms embargo will have little effect on the situation in the region, the RIA Novosti news agency quoted the Russian Deputy Foreign Minister, Alexander Losyukov, as telling reporters on Thursday. ``The problem today is not about imposing or not imposing an embargo,'' Mr. Losyukov said.
