Also the Government is keen on bringing the schools under some kind of regulation, so the standard of education is not compromised and parents are not fleeced. The panel has conveyed the message that the managements will have to conform to norms (yet to be framed) on collection of fees, provision of infrastructure and payment of staff salary. It has also hinted at relaxation rules on location urban or rural but there will not be any dilution of standards. Chittibabu, former Vice-Chancellor of the Annamalai University, who was here on a two-day visit to ascertain the views of managements, teachers and parents said that as the Government was already facing a financial crunch the demand for aid in running the schools could not be conceded. Moreover, the Government had not constituted the panel to find out how much financial help they might need. He was replying representatives of managements who sought 50 per cent contribution from the Government. To meet school expenditure, while some others wanted it to take care of salary alone. The panel chief hinted that the plea for fixing a fee depending on the location of schools might be considered. He agreed that the fee could not be the same in rural and urban areas. For monitoring schools, it was proposed to form one Inspectorate in each revenue district, R. Narayanasamy, the Director of Matriculation Schools, said. As for the stability certificate to be obtained for school buildings from the tahsildars, he categorically stated this provision ought to be complied with and could not be changed. As per the Public Building Licensing Act, 1963, the tahsildar was authorised to issue licence, after verifying the suitability of a structure for accommodating a gathering. Therefore, the request for accepting a certificate from an authorised engineer would not be conceded.
