However, the City Traffic Police and Transport Department officials have decided not to `harass' the vehicle owners on `this pretext' till February 28, 2003, to give them sufficient time to switch to the new colour scheme of number plates. The officials concerned had already clarified to this extent at a press conference nine days ago and again confirmed on Saturday that no vehicle owner would be penalised for not changing the colour of number plate immediately. But, vehicle owners violating the norms with regard to the size of the letters, space between the numbers and fancy type of letters on number plates would be `penalised without any relaxation'. They made it clear that the deadline of February 28, 2003 for affixing the `high security' vehicle number plates is only for those buying and registering new vehicles from that date and not meant for those already possessing vehicles. However, all the persons presently owning vehicles (private or commercial or Government) should switch to the new high security number plates by February 28, 2005. But, persons presently owning vehicles should fulfill the condition of changing the colours of their existing number plates by February 28, 2003, they said. As per the new rules of the Central Government, the letters and numerals of number plates should be in the following colours. For non-transport vehicles -- white background and black letters and numerals. For transport (commercial) vehicles --Yellow background and black letters and numerals. Referring to other specifications such as the size of the letters on the number plates, the officials said the existing rules apply to the high security number plates also.
