The RJD leaders were up in arms over a reported statement of the VHP president, Ashok Singhal, but deferred pressing their censure motion until zero hour at the request of the Speaker. The RJD leaders, Annirudh Prasad alias Sadhu Yadav, Jaya Prakash Yadav and Dasai Chaudhary wanted their notice on an issue of national interest to be taken up. They charged that Mr. Singhal by throwing the blame on Parliament for the delay in the construction of the Ram Mandir at the disputed site in Ayodhya had lowered the dignity of the highest legislative body. The BJP then took exception to the questions put to students taking the 44th Bihar Public Service Commission (BPSC) examinations. Navin Kishore Prasad Sinha and Ashwini Chaubey were insistent on the admission of their adjournment motions over those pertaining to the BJP and the Chief Minister, Rabri Devi. The Leader of the Opposition, S.K. Modi, objected to the reference to the BJP as communal and charged that the objective was to test the mentality of the students for enrolling only the RJD-minded candidates into the State's administrative cadre. The question sought the opinion of candidates on the charges of the Opposition parties that the BJP was communal. Similarly, the BJP was upset with another question that expected the examinees to outline the achievements of the Chief Minister, though it did not name her. The BJP alleged that the Chairman of the BPSC, Laxmi Rai, had acted with the ulterior motive of pleasing the RJD to continue in office and complete his tenure in the face of pending inquiries against him. The BJP demanded his dismissal and the constitution of a House committee to look into the circumstances in which such questions had been framed.They demanded the cancellation of the paper concerned and a re-examination.
