Govt. offers to discuss SAS

Bangalore July 9. The Urban Development Minister, D.K.Shivakumar, today defended, in the Legislative Assembly, the introduction of compulsory self-assessment scheme (SAS) for property tax. However, he promised to hold a meeting with members to discuss the defects and deficiencies in the law and rectify them.

Mr. Shivakumar said the views of the public had been elicited on the SAS and the Government was examining them. There was confusion over tax on vacant land in Dakshina Kannada and Uttara Kannada districts where agricultural lands had come within the limits of the city corporation and the law would be amended during the current session to clear the confusion.

The Minister, who was replying to a question from M.S.Atmananda (Congress), disapproved the demand of the Leader of the Opposition, Jagadish Shettar, and others who wanted the implementation of the law to be stayed pending a detailed discussion since it imposed a heavy burden on the people and since the Government had not come out with proper guidelines before implementing it.

Voltage fluctuation

The Minister of State for Energy, Basavaraj Patil, informed H.S.Shankaralinge Gowda (BJP) that there was a voltage problem in certain parts of Mysore city and action was being taken to improve the situation.

When A.Ramdas (BJP) alleged that Mysore power line was being tapped in Hassan, Mr. Patil promised to check the same.

Later, Mr. Shivakumar reiterated his stand in the Legislative Council on the SAS. Replying to a calling attention motion given by the Leader of the Opposition, D.H.Shankara Murthy, <129>V.S.Acharya, and G.Madhusudan (all BJP), the minister said it was impossible to withdraw <243>the SAS as it had become an <243>Act.

Stamp duty exemption

In another calling attention motion, M.C. Nanaiah (Independent) sought extension for stamp duty exemption on agricultural loans availed by farmers.

In reply, the Minister for Revenue, H.C.Srikantaiah, said the relevant Government Order had already been extended for another five years and an order to this effect had been issued on Tuesday.
