TRAI notifies interconnect offer regulation

By Our Special Correspondent

NEW DELHI JULY 12. The Telecom Regulatory Authority (TRAI) today notified the Telecommunication Interconnect Offer Regulation, 2002, including a model Reference Interconnect Offer (RIO), to govern RIOs to be published by all telecom service-providers with significant market power.

It would facilitate the availability of effective and expeditious interconnection between telecom networks, besides promoting effective competition and growth of the telecom sector. The regulatory guidelines would also help avoid delays and disputes in the interconnection process. The requirements of multi-operator multi-service scenario, the practices in other countries and detailed discussions with stakeholders were borne in mind while formulating the regulation.

In terms of the regulation and guidelines, a service-provider with a share of 30 per cent of total activity in a licensed telecommunication service area will have to publish TRAI-approved RIO within 90 days.
