A spokesman for the Russian Foreign Ministry described the shooting of civilians in Jammu and Saturday's bombing of foreigners in Pakistan as links in the chain of crimes committed by international terrorism which posed the main threat to peace and stability, including in South Asia. Alexander Yakovenko was quoted by the RIA-Novosti news agency on Sunday as expressing profound concern over the attack and conveying sympathies to the victims' relatives. "Behind this heinous crime, no doubt, stand forces seeking to disrupt the recent shift towards a reduction of tension between India and Pakistan," Mr. Yakovenko said. He reiterated Moscow's position that terrorist attacks in Jammu and Kashmir can only be stopped if Islamabad honours its promise to curb the activity of terrorist groups based in the territory under its control. "It is only on this basis that we see relations between India and Pakistan return to normality, as has been repeatedly pointed out by the Russian President, Vladimir Putin, the leaders of India and other countries," he said.
