Speaking in Teheran, where he arrived at the weekend from Delhi, the Russian First Deputy Foreign Minister, Vyacheslav Trubnikov, said the economic reconstruction of Afghanistan could proceed faster if Russia, India and Iran pooled their aid efforts. ``The existing plans to rebuild Afghanistan may be implemented in a short time if Russia, Iran and India unite their workforce and technological potential with financial resources from the European nations,'' Mr. Trubnikov was quoted as saying by the RIA-Novosti news agency. The Russian diplomat said Moscow, Teheran and Delhi were well-placed to jointly help Afghanistan as they had made a weighty contribution to the strengthening of the Northern Alliance and the defeat of the Taliban regime in Afghanistan. The three countries had strong and time-tested ties with Afghanistan in the economic, military and other spheres. ``We all live next door to Afghanistan and it makes sense for us to coordinate our action without setting up a formal trilateral alliance,'' Mr. Trubnikov said. The Russian Minister said Moscow and Teheran also agreed to jointly work to defuse tension between India and Pakistan.
