Sir, It is reported that the Planning Commission is contemplating the creation of an independent regulatory authority for tariff fixation of postal services which could not be done otherwise due to political pressure. We have a number of regulatory authorities for insurance, telephones, electricity etc. Are they not part and parcel of the Government? Why then have directors, secretaries and joint secretaries in each department when they cannot take proper and timely decisions and guide the Ministers. Is it not a duplication of work and wasteful expenditure? V.S.R. Murthy, Rajahmundry, A.P.
