Sir, Your Editorial `The waters of discord' (Aug. 31) rightly commends the idea of distress sharing of Cauvery water when the southwest monsoon fails since the Karnataka Chief Minister has expressed his inability to release even 3 tmcft water to Tamil Nadu to save the Kuruvai crop. First, both the States should have requested the Prime Minister to ensure augmentation of water supply by at least 30 per cent through aerial spraying of common salt powder into warm clouds and silver iodide powder into cold clouds. Secondly, the Central and State Governments should construct small reservoirs on the western side of the watershed line of the western ghats to catch more rainfall for diversion into the east-flowing tributaries of the Cauvery and Krishna. Thirdly, the Chief Ministers should have told the PM that about 100 tmcft Godavari water is flowing every day into the sea at present. T. Shivaji Rao, Visakhapatnam, A.P.
