Members of each Panchayat Level Federation (PLF), a network of women Self-Help Groups within the panchayat, formed with the objective of supporting member-SHGs attain economic and social empowerment and capacity building, would be imparted three modules of training of two days each. The training will be given by the Trainer of Trainees (TOT) of different NGOs and resources persons trained under the `Mahalir Thittam' of the Tamil Nadu Corporation for Development of Women. The Corporation's Executive Director, Santhosh Babu, who was in Tuticorin to oversee the functioning of the SHGs told The Hindu today that out of the 12,619 village panchayats in the state, PLFs had been formed in over 6,000 panchayats. The rest of the PLFs are expected to be formed before October. The PLFs are being formed to take over some of the responsibilities of the NGOs and to become sustainable, self-reliant and independent after the withdrawal of the project partners. Two members from each SHG would be members of the PLF formed in every panchayat. The PLF training would be as per the restructured `Mahalir Thittam' pattern. The training to the PLF members is to primarily make them understand their role and act as a channelising agency to spread the message of literacy in rural areas, he said. The main task of the PLFs will be to monitor the functioning of the SHGs in their respective village panchayats and ensure that the privileges of the government schemes reach the rural areas. With the Corporation giving emphasis on convergence of services of various government departments, the schemes for poverty alleviation would gradually be routed through the SHGs in the future. The Corporation had tied up with government and private polytechnics to provide skill training to the SHG members. The Confederation of Indian Industry (CII) assistance was also sought in imparting skill training in areas like tailoring, house keeping, retail marketing etc. The Corporation has been identified as the State Channelising Agency (SCA) for Rashtriya Mahila Kosh, National Minorities Finance Development Corporation and National Backward Classes Finance Development Corporation. Over one lakh SHGs have been formed in the state till date with total membership of around 19 lakhs, Dr. Santhosh Babu said.
