Sir, __ C. Raja Mohan's " Re-engaging Pakistan" (Oct. 10) rightly argues that India should take the initiative to start a dialogue with Pakistan to thrash out the outstanding issues especially that of Kashmir. The Assembly elections in Jammu and Kashmir are over and we have displayed fairness in conducting the elections. Now, the response is in favour of New Delhi and we are in a commanding position to initiate talks with Islamabad. Until this is done, Pakistan will propagate to the world that India is not in favour of solving this issue. V.S. Sankaran, Madurai, T.N. Sir, The din and bustle of elections in Kashmir is over but the shootings and bombings by militants are likely to continue indefinitely. India wants the infiltration of terrorists to stop completely which the Pakistan President, Pervez Musharraf, may not be able to do especially since religious fundamentalists have improved their position in the recent Pakistan elections. So, it looks as though there is no other option for India but to reopen the stalled dialogue in the interests of peace. Kangayam R. Rangaswamy, Madison, U.S. Sir, In choosing the next Chief Minister of Jammu & Kashmir, the Congress has to decide between politics of power and power of politics. By claiming the Chief Ministership for itself, the Congress would provide only a change of guard without ushering in optimism.
