'Priority for reforms in criminal justice system'

NEW DELHI OCT. 15. N. Gopalaswami, who took over as Home Secretary today, has said that the reform of the criminal justice system was the ministry's ``systemic'' priority.

He said that ``a lot of problems arise'' because the criminal justice system did not function properly. Mr Gopalaswami, who took over as Home Secretary from Kamal Pande, Cabinet Secretary-designate, today, said that problems were not confined to police alone. The entire criminal justice apparatus, from the point of making a complaint to the point at which justice was delivered, suffered from inadequacy.

The Ministry was waiting for the report of the Malimath Committee on reform of the criminal justice system, Mr. Gopalaswami said.

An on-going priority of the Home Ministry was the national identity card.

A pilot project introducing identity cards in selected districts of 13 States and union territories was announced last month.
