``The reported statement by the Union Law Minister, Jana Krishnamoorthy, that implementing the court directives was not the Centre's responsibility is highly condemnable,'' he told newsmen here. Except for the V.P. Singh regime, the Centre, including the BJP-led Government, had always betrayed Tamil Nadu on the Cauvery dispute. ``We have conveyed our protest to the Prime Minister,'' he said. Taking exception to the observation by the former Chief Minister, M. Karunanidhi, that the Cauvery dispute should have been solved through talks, Mr.Ganesan said the DMK chief had himself demanded the formation of a tribunal to sort out the issue after several rounds of talks between Tamil Nadu and Karnataka had failed. On the ``misuse'' by the State Government of the Prevention of Terrorism Act against the party general secretary and Sivakasi MP, Vaiko, and eight others, he said the police were yet to file charge sheets as the exercise was ``more political than legal''. The Centre was contemplating certain amendments to guard against the misuse of the POTA. The MDMK would organise demonstrations in all district/taluk headquarters on October 18 to condemn the ``anti-people'' policies of the AIADMK Government. A `padayatra' being taken out by cadres in the southern districts to condemn the arrest of Mr. Vaiko and others would culminate in Madurai on Thursday.
