The two-day meet, which ended on Saturday, finalised the indicators based on the suggestions given by the Collectors who highlighted the practical problems. The Chief Minister, N. Chandrababu Naidu, Ministers, senior secretaries and heads of departments sat through the two-day meeting. The subjects dealt by the eight groups were economic development (primary), economic development (secondary and tertiary), human development, welfare, local bodies and self-help groups, infrastructure, revenue-generation and governance (regulatory and general services). Hereafter, Performance-based Monitoring and Evaluation (PMES) would be used as a management tool to assess an officer, a scheme or departmental performance through the Centre for Good Governance in the Secretariat headed by a senior IAS officer, and grades accorded accordingly by quarterly and half-yearly reviews by which an officer would be given reward or punishment. In all, 555 of the indicators would be used to evaluate the performance at the district level. The Finance Minister, Y. Ramakrishnudu, told The Hindu that the Government took stock of the situation on all fronts for the first time based on indicators at the conference. The indicators would also cover public sector undertakings, grant-in-aid institutions, cooperative bodies and subjects like file disposal, disciplinary cases, audits, follow-up action on the Chief Minister's announcements, his office references and adverse media reports.
