In its order dated October 30, the NHRC directed the issue of "notice to the Chief Secretary, Karnataka and the Commissioner of Police, Bangalore City, for reply within two weeks stating clearly the procedure being followed for investigation into the matter and also whether it is in accordance with the guidelines issued by the NHRC for taking action in such situations''. The People's Watch, in its complaint dated October 2, suspected the veracity of the police statement that Imam Ali and four others were killed in an encounter in Bangalore on September 29, as there were pointers to a "well-planned and well-timed storming'' of the house "with an intention to killing them and never to overpower and arrest them''. However, the petition clarified that the People's Watch did not support the use of violence by any state or non-state actors for any political purpose. But the NHRC should enquire into the deaths, in the light of the interviews given by police personnel immediately after the encounter and the location of the house in which the militants, who had escaped from police custody at Tirumangalam near Madurai on March 7, had stayed.
