The seat fell vacant on the expiry of the term of Manohar Kant Dhyani, who returned to become the BJP's State president. This is seen as a major victory for the Chief Minister, Narayan Dutt Tiwari. The next PCC chief is expected to be someone who has his blessings. The opposition BJP and the BSP put up a common candidate, Ramesh Pal, much against the wishes of their high command. A brother of the BSP leader in the House, Narayan Pal, his papers got rejected as they were incomplete. The Uttarakhand Kranti Dal, a regional party, backed out of its earlier commitment to work for the defeat of the Congress nominee as the numbers were in favour of the latter.
