Meet to prepare for Indo-Russian summit

MOSCOW NOV. 19. Russia's pointman for economic and defence ties with India, Ilya Klebanov, is leaving for Delhi on Wednesday to finalise preparations for an Indo-Russian summit meeting next month.

Rupee debt repayment, Russian participation in India's disinvestments schemes, and defence cooperation will top the agenda of the November 21-23 visit of the Russian Minister of Industry, Science and Technology, Mr. Klebanov, diplomatic sources said here.

Mr. Klebanov, who co-chairs the Indo-Russian Inter-Governmental Commission for Trade, Economic, Scientific, Technological and Cultural Cooperation and the Indo-Russian Inter-Governmental Commission for Military-Technical Cooperation, will hold intersession discussions with the Indian co-chairmen of the two commissions — the External Affairs Minister, Yashwant Sinha, and the Defence Minister, George Fernandes.

Mr. Klebanov is also expected to call on the Prime Minister, A.B. Vajpayee, to discuss the programme of the Russian President, Vladimir Putin's visit to India from December 3 to 5.

Russia is keen on winning India's consent for investing a part of Soviet rupee debt funds in infrastructure projects in India, for which Mr. Klebanov will want to secure an exception to India's rule of holding competitive bidding tenders for all new projects. Mr. Klebanov is expected to put in a word for Russian companies seeking to take part in India's disinvestment programme.

Pak.'s n-programme

Pakistan's reported involvement in North Korea's nuclear programme may be discussed during Indo-Russian Foreign-Ministry consultations in Delhi on November 20.

The Director for Disarmament and Security Affairs in the Russian Foreign Ministry, Mikhail Lysenko, and the Joint Secretary, Disarmament, Sheelkant Sharma, will co-chair an annual session of the Indo-Russian working group on strategic stability, disarmament and export control meeting in the run-up to the Russian President, Vladimir Putin's visit to India next month.

The consultations gain special urgency in the light of reports regarding Pakistan's assistance to North Korea in the nuclear field, which manifest a dangerous link between terrorism and weapons of mass destruction (WMD).

The Russian side is also expected to brief India on strategic stability dialog Russia has set up with the United States and France at the level of Defence and Foreign Ministers. This new format of inter-agency consultations raises the question of upgrading Indo-Russian security interaction to the level of Foreign and Defence Ministers. Such a move would be all the more appropriate since the two countries share close views on issues of strategic.
