Terming the contents `serious in nature', the First Bench comprising the Chief Justice, B. Subhashan Reddy, and Justice C. Nagappan ordered the notices, returnable in a week. According to the petitioner, advocate B. Latha complained to the Rajamangalam police in 1995 about illicit liquor vending in the Villivakkam area. Following subsequent problems and complaints to higher officials, the then inspector, T. Ramachandran, was promoted and transferred. Mr. Ramachandran, who returned to the same area, allegedly started harassing the family members of the advocate and threatened to initiate proceedings against her. Naming the inspector, Natarajan, and the inspector, Sekar, attached to the Villivakkam station, along with Mr. Ramachandran, the MHAA president, S. Prabhakaran, sought appropriate action against the officials for harassing Ms. Latha and abusing her in unparliamentary language, besides threatening to foist a criminal case on her. He also prayed for necessary protection to the life and liberty of the advocate and her family members from vindictive police action. The petition has been posted to November 27.
