NEW DELHI NOV. 22. The Congress party continues to keep the Gujarat Chief Minister, Narendra Modi, guessing about the rival candidate in the December 12 Assembly poll. It has not still announced the name of its candidate to take on Mr. Modi, though, late tonight, it released a comprehensive list of 164 candidates. Another significant feature is the decision to drop nine of its sitting MLAs. Though the party has left the Bhavnagar-N seat to the CPI(M), it has been unable to accommodate the Lokjanshakti Party. It has also held back the names of its candidates for 13 other seats, prominent among them being Mr. Modi's constituency, Maninagar, Ellisbridge, Jamnagar, Upleta Dariapur, Shahpur and Manavdarg.
