Kissinger to head panel on Sept. 11 attack

Washington NOV. 27. The United States President, George W. Bush, has appointed the former Secretary of State, Henry Kissinger, to lead an independent commission to investigate the terror attacks of September 11. The probe must cover "every detail'' and learn "every lesson'' of the attack, Mr. Bush said.

The 79-year-old Dr. Kissinger pledged to go where the "facts lead us.'' At the White House, he said "we are under no restrictions and we will accept no restrictions.'' Mr. Bush, who was initially hesitant to appoint an independent commission, relented under constant pressure from a number of sources, including families of victims.

"The commission will help me and future Presidents to understand the methods of America's enemies and the nature of the threats we face,'' Mr. Bush said at a White House ceremony. The ten members of the commission will be appointed in due course, and, in a spirit of bipartisanship, will be drawn equally from among Republicans and Democrats. The panel will deal, among other things, with matters such as aviation security and intelligence.
