According to a top Home Department official, "It is the duty of the Tamil Nadu Government to arrest Mani" as there were five cases, including one relating to the abduction of the film actor, Rajkumar, by Veerappan, against him. Unlike Karnataka, Tamil Nadu would not withdraw the cases against Mani. Therefore, the State Government would treat him as an accused and would apprehend him if he came to Tamil Nadu. However, there was little the State Government could do if Karnataka sent him as an emissary.
