Permanent solution to Bihar calamities sought

NEW DELHI DEC. 7. Former Union Minister and Janata Dal (United) leader, Devendra Prasad Yadav, would organise a march here on Monday to highlight the perennial problems being faced by Bihar in the form of drought and flood and demanding permanent solution.

Mr. Yadav, who was recently removed as the leader of the JD(U) Parliamentary party, would lead the march along with Jai Narayan Prasad Nishad, of the Janata Dal (JP). The march is being organised under the banner of `Bihar Nav-Nirman Morcha,' which was described as a forum above political consideration.

Addressing a press conference, Mr. Yadav said each year devastating floods caused by rivers originating in Nepal hit 18 districts of Bihar, causing widespread damage to crops, scarcity of food and drinking water. On the other hand, lack of irrigation affects most of the State through drought.

He said the Centre should take permanent steps instead of doling out cash in the name of relief. The annual loss due to such calamities is estimated to be about Rs. 50,000 crores while the Centre earmarks Rs. 10,000 crore for the calamity relief fund.

Mr. Yadav charged that a proper plan should be drawn to ensure that Bihar is saved from this problem. He said by proper management of river water, the State could generate 9,000 megawatt of power which in turn would boost economic development.

Charging the Government with not having implemented the joint project on Saptakosi high dam and Sun-Kosi storage-cum-diversion projects as agreed with Nepal, he said, India has

not made any attempt to implement its plan despite an agreement nearly two years ago.

Mr. Yadav said he had invited all the Bihar MPs to take part in the march, which was expected to see participation from MLAs from the JD(U), the Samata and the CPI(ML) (New Democracy).
