In his petition to the SHRC routed through the prison superintendent C. Subramanian said the Udhagamandalam sessions judge had convicted and sentenced him to life imprisonment in December 1999 on the charge of murdering his wife. As he did not have parents or other relatives, he handed over his daughter, Priyanka, a year-and-a half-old then, to Edwin Thambi, sub-inspector attached to the Devarsolai station in the Nilgiris, at the time of the verdict. But he had not seen his daughter since then. This caused him mental agony. As the SI was now serving in Colachel in Kanyakumari district, the SHRC Member, S. Sambandham, ordered notice to the Superintendent of Police, asking him to enquire into the matter. In his statement, the sub-inspector, however, said the child was not handed over to him by the court at the time of the judgment. The girl was with the convict's in-laws. Following this, the SHRC made enquiries and Priyanka was found to be in the safe custody of Subramanian's father-in-law, Karuppiah, at Eighth Mile, Devarsolai. Obviously, there was no contact between that family and Subramanian.
