Mr. Joshi has been relieved of his charge as Secretary for the State Departments of Industries and Excise & Taxation. On the night of January 20, Mr. Joshi was taken to a police station in Panchkula near here along with another senior IAS officer's wife after the two were allegedly seen in an "objectionable posture.'' In a written apology to the State Chief Secretary, Y. S. Ratra, and his wife, Mr. Joshi admitted that he had sought a meeting with Ms. Ratra but said he did not expect the act to snowball into a major controversy. The Chief Minister, after consulting his colleagues and senior officers, refused permission to Mr. Ratra to proceed on leave. He expressed complete faith and confidence in Mr. Ratra's impartiality and objective disposition.
