Bhatti to take charge today

ISLAMABAD MARCH 9. Pakistan's charge d'affaires-designate to India, Munawar Saeed Bhatti, is leaving for New Delhi tomorrow to take up his new assignment. He is flying via Dubai unlike his counterpart, T.C.A. Raghavan, who crossed the Wagah border and drove down to Islamabad via Lahore on February 27.

Mr. Bhatti replaces Jalil Abbas Jilani, who was expelled from India. Pakistan, in retaliation, expelled Sudhir Vyas. Given the state of relations between India and Pakistan, Mr. Bhatti like Mr. Raghavan has a tough job on his hands. On Saturday, Pakistan accused India of launching a "vilification" campaign against the naval attaché in its mission in Delhi.
