Sir, __ People interested in good governance will agree with Ashok Vardhan Shetty's ` ' (Open Page, March 25). But corrupt practices and other malpractices are so powerfully entrenched, the chances of enacting such legislation appear remote. In the United States the Office of Special Council (OSC), to aid whistleblowers in the investigation of their disclosures and prevention of retaliatory action against them, has only limited success like the office of Government Ethics established by the Ethics in Government Act of 1978. Several centuries ago, Kautilya in his Arthashastra, listed over 40 ways of embezzlement of public money. Now corruption has touched mind-boggling levels.
