Sir, Recently, the Kerala Government spent the taxpayers' hard-earned money lavishly on a so-called delegation of a Minister and his men to Mumbai, presumably to `educate' the Malayalees living here or passing through this city about AIDS. These delegates were asked about the expenses they had incurred so far in this city. One woman bureaucrat got visibly annoyed. But the delegates admitted that they had given over Rs.15 lakhs to one person, who has done nothing on the programme. The Chief Minister, A.K. Antony, very often says that the State is a pauper, but wastes huge amounts on such avoidable and non-productive programmes. Gopan Nair, Mumbai
