Sir, The Editorial "Lessons from Andhra Pradesh" ( July 19 ) regarding viral fever was timely and served as a warning. The last argument is the best. Knowing fully well that the fever strikes year after year, during the pre-monsoon or early monsoon days, no preventive measures are taken. Civic authorities and panchayati raj institutions are charged with the responsibility of maintaining hygiene. Two constitutional amendments have conferred powers on the local bodies.
