Vote-on-account system to be scrapped

KOZHIKODE Aug. 25. The Kerala Government is planning to abandon the vote-on-account system and go in for the adoption of the full budget straightaway from the next financial year.

The Finance Minister, K. Sankaranarayanan, who announced this while addressing a meeting of district and sub-district treasury officers of the northern districts here today, said the measure would help in releasing funds to various departments from the beginning of the financial year.

The prevailing practice of releasing the funds every three months would come to an end.

He said the Treasury Department would have to function more effectively in the changed situation.

He appealed to the officials of the department to change their mindset and become more people-friendly.

The Minister, in his speech, warned officials of the Treasury Department against misuse of power and inefficiency.

He said those who chose to remain insensitive to the people's needs with a view to tarnishing the Government's image would be firmly dealt with.

Mr. Sankaranarayanan directed the Treasury director to post employees in the place of their choice as far as possible.

The Minister said complaints were rife from pensioners regarding problems faced at the treasury while drawing pension.

The Government had to dole out Rs. 230 crores a month as pension for its retired staff and about Rs. 350 crores as monthly salary to employees.

"Today's employees are pensioners tomorrow," the Minister said reminding the treasury staff of the need to be more customer-friendly.

He expressed reservations about the refusal of the treasury staff to disburse pension sanctioned by the Government for agriculture labourers.

"It was a Cabinet decision. No employee or even a Minister can defy a Cabinet decision," he said

He said several contractors had raised grievances of non-payment of bills.

Though the Government was releasing payments on their bills, there have been complaints about non-disbursement of payments, he said. "Bad news about Government staff and their malpractices travel fast in our country," he reminded the employees.

The Minister said the change in mindset of employees of the Treasury department should reflect the ongoing modernisation process in the entire Government set-up.

The Treasury department was being computerised to tone up its efficiency.

As many as 22 offices had to be fully computerised.

Funds would not be a constraint to the computerisation process, he said.
