THIRUVANANTHAPURAM NOV. 7. In connection with the general elections due in 2004, the voters' lists in all the Assembly constituencies in the district are being updated. The date of eligibility has been fixed as January 1, 2004. The draft list will be published on November 17. Applications can be submitted till December 8. A final decision on the applications will be taken by January 15, 2004. The final list will be published on January 20. Special facilities will be made to receive applications at all village offices on December 6 and 7. The offices will be open from 9 a.m. to 6 p.m.
